Risi, 56-year-old ,is a former student who was educated by the Wali al-Faqih and spent most of his life in law enforcement agencies. Immediately after the revolution, Risi was appointed to a range of positions in the judiciary to become prosecutor and head of the General Inspection Office. In 1988, he proved his capabilities by working on the 'Death Commission' which approved the killing of thousands of political prisoners.

The death commission is one of the most thorny issues in Iran's history.
Ahmed Montazeri, the son of the late Shiite cleric Ayatollah Hossein Ali Montazeri, who was Khomeini's successor until his deposit in 1988, had published an audio tape, which included part of his father's meeting with the members of the "Death Commission" that committed massacres by executing tens of thousands of political prisoners in the summer of 1988.
The publication of the tape sparked controversy in Iranian circles. During his meeting with members of the Death Committee responsible for the 1988 executions, Ayatollah Montazeri addressed the issue of unfair trials and retaliation through mass executions.He said to them "You have committed the greatest crime in the history of the Islamic republic, warning that history will consider Khomeini a criminal and bloody , and this is the situation that led to his dismissal from his post by Khomeini.
Publishing the tape prompted international action to demand accountability for members of the death committee. In a joint statement on October 7, 2016, 60 members of the European Parliament demanded that leaders of the Iranian regime be prosecuted for the massacre of political prisoners in Iran in 1988.
Many of the executed persons had been sentenced to imprisonment and were either serving their sentences or until their sentence was over.
The other victims were from released prisoners, but were re-arrested following Khomeini's decision or were individuals with family links to members of the opposition Iranian People's Mujahideen Organization.
